# A fine is not the only consequence: administrative sanctions and measures

Administrative offence proceedings may create broader consequences than a monetary fine, so the strategy should address the full range of possible outcomes.

## The sanction and additional consequences

The applicable sanction, additional administrative measures and their practical effect should be assessed in light of the alleged conduct and the person’s actual role.

## Professional and business activity

A decision may affect rights, permits, licences, transport operations, reputation or relations with other authorities. These consequences should be assessed before choosing a litigation strategy.

## Evidence and proportionality

The assessment should cover not only whether the formal elements of the offence are alleged, but also the sufficiency of evidence, mitigating circumstances and proportionality of the measure.

## Procedural steps

Explanations, requests, additional evidence and appeals must be coordinated with the stage of proceedings. Early review helps avoid an inconsistent or late position.

## Before seeking advice

Check whether the document imposes only a fine or an additional measure. Bring the protocol, decision, service information, evidence and details of the practical consequences. Separate arguments about proof of the offence from those about the appropriate sanction. A request for leniency does not answer whether the alleged conduct has been established.
